There is no "official release" of Chameleon 2.1.

You can follow development and download the latest source code here:
http://forge.voodooprojects.org/p/chameleon/source/tree/HEAD/trunk

There is a 2.1 boot cd on http://chameleon.osx86.hu/. Is that website legit?

Yep, I built and host those packages.
